Phillips Landing HOA & Management Company

  • What is the Phillips Landing HOA?

    Phillips Landing Master Community Association, Inc., a Florida non-profit corporation (“HOA”), is the legal entity that operates the Phillips Landing homeowners’ association. The HOA is comprised of all property owners in our community. Upon purchasing property in Phillips Landing, owners have agreed to financially support and abide by the covenants for the community. For practical purposes, the HOA is governed by a Board of Directors, who are all residents of the community. Elections for directors are held annually. For more information, please refer to the Declaration of Covenants, Conditions and Restrictions of Phillips Landing (referred hereafter as “Covenants”), which can be found on the “Documents” page of this website.

  • What is Artemis Lifestyle Services, Inc.?

    Artemis Lifestyle Services, Inc. (“Artemis”) is a professional management company contracted by the HOA to provide such services as collection of assessments, supervision of subcontractors, obtaining bids for subcontracted services, providing financial statements and collection reports. Artemis also serves as a general clearing house for problem solving, communications with homeowners and the Board of Directors and as an advisor to the community. The management company reports directly to the Board.  

  • Do we have a dedicated property manager at Artemis?

    The HOA has arranged for Artemis to provide the community with a dedicated representative who spends at least two days per week devoted solely to Phillips Landing. Wilmary Santiago is our current dedicated property manager and may be reached via email at wsantiago@artemislifestyles.com or by phone at (407) 705-2190 ext. 162.

  • Who are the people on the HOA Board?

    The HOA Board consists of elected volunteers who are also owners and residents of Phillips Landing. The HOA membership (i.e., all owners of property in Phillips Landing) elects each member of the Board. The Board is typically made up of five (5) directors with the elected Board deciding the roles of each director. The typical positions held are president, vice president, secretary, treasurer, and director at large.  

  • What does the Board do?

    The Board exercises its fiduciary responsibilities to the HOA by responsibly managing the business of the development and enforcing the Covenants. The Board represents the HOA membership and is responsible to address the needs of the community as they relate to the Covenants & laws governing the HOA. The Board strives to ensure decisions are made in the best interest of the entire HOA membership and the neighborhood as a whole, rather than any particular individual. Furthermore, the Board has direct oversight over all HOA committees and directs the HOA in any community or legal matters.

  • How can I speak with the Board about a concern or make a suggestion?

    The Phillips Landing HOA Board generally meets on the third Tuesday of each month. Exact date, time and location will be announced in advance via email or on the sign located near the exit from the community, no later than 48 hours prior to the meeting. Any HOA member, resident, or their invited guests may attend these meetings and address the Board directly. The initial portion of each Board meeting is generally focused on conducting actual HOA business and decision making and is normally conducted without uninvited comments from non-Board attendees. Afterwards, non-Board attendees are invited to participate in an open session to present their questions, ideas, or concerns. Residents may also voice their concerns to the Board via email at hoaphillipslanding@gmail.com.   

  • Is there a Phillips Landing phone directory or newsletter?

    The latest community news and important communications can be found on our website, https://phillipslanding.frontsteps.com/. Artemis, the management company, may send out email “blasts” to all residents periodically on subjects of common importance.  

  • Why did I receive a letter from Phillips Landing HOA or Artemis Lifestyle Services, Inc.?

    As a resident of Phillips Landing, you are a part of the community, which in turn provides certain privileges and requires a level of responsibility. There are numerous reasons you may receive a letter from Phillips Landing HOA or Artemis Lifestyle Services, Inc., including friendly reminders, neighborhood information, assessment collection notices, covenant violations, and meeting announcements.  

Annual Assessments

  • How are annual assessments determined?

    Assessments are determined annually by the HOA Board and are due no later than January 1st. Interest is added to the assessment amount, retroactively to January 1st, for payments received after January 30th. To determine the amount of the annual assessment, the Board carefully reviews both past and projected financial needs of the community. Assessments include allocations for a specific road reserve and general discretionary reserves to cover future anticipated long-term repair and replacement needs for HOA property.  

  • How do I know if my annual assessment has been paid, or how do I pay it?

    Current account information can be found on our website, https://phillipslanding.frontsteps.com/. Payments can also be made through the secure portal on that site.  

  • What do my assessments pay for?

    Phillips Landing HOA assessments are used to promote the recreation, safety, health, and welfare of residents, to cover common expenses, and for the maintenance, improvement, and preservation of common areas throughout the neighborhood. Common expenses include management company services, guard house and neighborhood security and managed access, maintenance, landscaping, upgrades, and upkeep of general amenities and common areas, street lighting, association liability and property insurance, legal and collection fees, etc. The budget located on the Phillips Landing website can provide a more detail outline of expenditures.  

  • Do I have to pay assessments if I don’t use the amenities?

    Yes, the Covenants specify that every property owner in Phillips Landing is required to pay HOA assessments.  

  • What happens if I don’t pay my assessment?

    The maintenance and management services incurred by the HOA are dependent upon timely receipt of the assessments due from each homeowner. The Covenants specify that the HOA must charge interest, retroactively to the January 1st due date, for payments received after January 30th. The Covenants also stipulate that the HOA may place a lien on your property or initiate foreclosure proceedings for continued nonpayment of assessments.  

Security & The Guard Gate

  • Are there restrictions on neighborhood access?

    Yes. The primary mission of the security guards is to control access to the Phillips Landing community. Only resident-authorized guests and vendors are allowed to enter our community. The website www.GateAccess.net (community code PHL A) allows residents to view, modify, delete, or add new guest information that is accessible to the guards at the gate as well as to our property management company. While residents and their guests are welcomed at any time, we do have limitations on contractors and vendors as follows: 

    • Monday – Friday: 7 am to 7 pm
    • Saturday: 9 am to 7 pm
    • Sunday & Major Holidays: Emergency access only, as requested by residents.

    Emergency vehicles, school buses, and specific delivery vehicles (US Postal Service, FedEx, UPS, and Amazon) are permitted access at any time without prior resident approval.

  • How can I contact the guard on duty?

    Residents are encouraged to use either the website www.GateAccess.net (community code P HLA) or the gate voice mail system (407-250-4143) to manage access for guests and vendors. Please do not attempt to call the guard during an emergency. Call 911.

  • What are the normal guard gate hours?

    The guard gate is staffed and active 24 hours a day. The exit gate closes at 9:00 pm and re-opens at 6:30 am daily. Please understand that one of the guards’ primary tasks is managing traffic flow to ensure safety and security. As such, residents are strongly encouraged to obtain and use a transponder or gate access sticker to gain entrance to our community. 

  • How do I get an additional gate access sticker for the front gate?

    Transponders and gate access stickers are only available for residents’ use and should not be provided to others. Gate stickers cost $35 each and can be obtained directly from Artemis either online by visiting Artemislifestylesshop.com, by mail, or in person at their main office, located at 1631 E. Vine St., Suite 300 Kissimmee, FL 34744. Online request forms are currently being updated and will be available on the Phillips Landing website soon. Rules and Restrictions

  • Do the common areas have scheduled hours?

    All common areas are first come, first served and are available from dawn to dusk, unless otherwise posted. Any guests using Phillips Landing amenities must be accompanied by a resident at all times.  

  • Does Phillips Landing have a boat ramp?

    No, however, the common area on Big Sand Lake has a grassy access area near the dock that can be used for canoes, kayaks, and small portable watercraft. It is not equipped, nor accessible, for motorized vehicles and therefore motorized vehicles are prohibited in this common area. No boats or watercraft on trailers may be launched from any of the Phillips Landing common areas.  

  • Can I rent or lease out my home in Phillips Landing?

    If you are a homeowner renting or leasing your home to a third party, the lease must specifically state that all tenants are required to agree and abide by all Covenant requirements, regardless of the rent or lease situation. All HOA assessments remain the responsibility of the property owner. Any violations, fines, or restrictions will also be the responsibility of the property owner.  

  • Do the covenants provide guidance about parking?

    Yes, Section 11.2 of the Covenants outline parking guidelines and restrictions for the neighborhood. Note that cars should not be parked on the streets overnight and should never block or impede sidewalks or roadways. Additionally, any motorcycles, boats, trailers, campers, and motorized recreational vehicles must be parked inside garages and concealed from public view. No inoperable, junked, dismantled, wrecked, unregistered, or abandoned vehicles may be parked on any property for longer than 48 hours, unless parked inside a garage and concealed from public view.  

  • Are there any restrictions on mailboxes?

    Each village within Phillips Landing has a specific design of mailbox that is required to be used for repairs and replacements. Mailbox maintenance, repair and replacement are the responsibilities of the resident. Repairs and maintenance can be performed by residents or any qualified vendor. Artemis has prepared an overview of mailbox requirements and preferred vendors, which can be found in the documents section of the neighborhood website, https://phillipslanding.frontsteps.com/.   

  • What pets and animals are allowed?

    The Covenants state that dogs, cats, and other usual household pets may be kept on your property, provided that they are not kept, bred, or maintained for any commercial purpose. Other animals, livestock or poultry are prohibited. Dogs must be leashed at all times when off the owner’s property. Please refer to Section 11.7 of the Covenants for more information.  

  • Can I build or place a fence on my property?

    The placement of any fences, walls or hedges on your property requires Architectural Review Committee (“ARC”) review and approval prior to construction and/or placement. Application forms for ARC approval are included in our neighborhood website.   • Can I build or place a shed or temporary garage on my property?

    The deed restrictions for the community prohibit accessory buildings and structures on the property unless approved by the ARC. Please refer to Section 11.22 of the Covenants for more details.  

  • Can I place a basketball goal in my driveway?

    The community maintains three common areas with tennis courts, basketball goals, and play areas. The community basketball courts are located in the Heritage Bay Park and the Bay Harbour Park. Any private basketball goal or other fixed structure should be placed at the rear of the resident’s property, concealed from public view. Skateboard and bicycle ramps are not permitted on any portion of the property at any time, including a resident’s property. Please refer to Section 11.25 of the Covenants for more details. 

  • If I am having a problem with a neighbor for a violation of the Covenants, Rules and Restrictions, what can I do?

    Residents of Phillips Landing share a common interest in preserving the beauty and tranquility of our community, and as such, neighbors are encouraged to work together to resolve differences. Should you have a situation that does not appear to be resolved through neighborly means, and you are willing to actively participate in the enforcement provided by the Covenants, you may send email notification to the Artemis property manager. If the situation is found to violate the Covenants, Artemis and/or the Board of Directors will investigate the circumstances and decide the appropriate enforcement action for the HOA to take. 

Alterations to my Property

  • Are there any restrictions on what I can do to my property?

    Yes, the Covenants contain guidelines for all architectural improvements, additions, and modifications to properties within the community. Furthermore, an Architectural Review Committee (“ARC”) exists to help preserve the neighborhood’s aesthetic appeal. The ARC is comprised of residents within the community and is overseen by the full Board of Directors. The HOA has prepared an ARC “Handbook for Homeowners (version 6/3/2020)” which contains detailed ARC guidelines for specific projects. Please refer to the Covenants and the ARC Handbook for more details. 

  • What are the landscaping requirements or expectations?

    Landscaping plays a key role in maintaining values in our neighborhood, and our Covenants identify the requirements and the aspects of aesthetics specifically for this reason. Each homeowner is expected to maintain a well-manicured and aesthetically pleasing landscape around their home. Any material modifications, additions, or upgrades should be presented through the ARC process for HOA approval.  

  • Can I improve or alter the exterior of my property or the landscaping?

    Any significant exterior changes, renovations, improvements, additions or modifications to the dwelling or landscaping must be reviewed and approved by the Phillips Landing ARC prior to work commencing. This will protect your investment and provide you the security of the approval as required by the Covenants.  

  • Who do I contact for ARC approval?

    ARC or Architectural Change Request forms are available on the neighborhood website, https://phillipslanding.frontsteps.com/. Alternatively, you can contact Sandy Etheredge by email at wsantiago@artemislifestyles.com or by phone at (407) 705-2190 ext. 162 to have a form faxed to you.  

  • Who is responsible for trimming the trees and shrubs on my lot?

    Homeowners are responsible for maintaining their lot, including trees and shrubs. The HOA will periodically trim trees overhanging the streets and sidewalks to mitigate potential storm damage. 

  • Who is responsible for cleaning the sidewalks and driveways?

    The HOA is responsible for maintenance and cleaning of the sidewalks and will periodically power wash the sidewalks throughout the neighborhood as needed. Homeowners are responsible for maintaining their own driveways and walkways and should make arrangements to clean or power wash them as needed. Homeowners are also responsible for cleaning or power washing their roofs, as needed. 

Area Information

  • When is trash picked up, and what is the holiday pickup schedule?

    Household Trash and Recyclables are currently scheduled for Wednesdays. All trash must fit in the green trash bin, and recyclable materials must fit inside the blue bin. Yard Waste and Bulk Items are picked up on Thursdays. Please check with Orange County for guidance and limitations on their services at Green Clean (orangecountyfl.net). Please do not place yard waste at the curb after pickup on Thursdays. Have your lawn service crew take the yard waste with them when they have finished their service.  

  • Who can I contact to do work around my house?

    Phillips Landing does not have a list of preferred providers for maintenance and repair work. A commonly used website for local information is Network Neighborhood, which contains feedback and recommendations of others in southwest Orlando. No representation is made by the HOA regarding these service providers. Be sure to check the Covenants for rules governing changes to your property.  

  • I have a critter under my house. Who should I call?

    Phillips Landing does not have a list of preferred providers for “critter control”. A commonly used website for local information is Network Neighborhood, which contains feedback and recommendations of others in southwest Orlando. No representation is made by the HOA regarding these service providers. 

  • What public schools are Phillips Landing residents zoned for?
    • Elementary: Bay Meadows Elementary School (407) 876-7500

    • High: Dr. Phillips High School (407) 355-3200 
    • High (Aug 2021): Lake Buena Vista High School  
  • Who is responsible for replacing streetlights?

    Please contact Duke Energy and provide the streetlight number located near the bottom of the street light.  

  • What utility and service companies are available in Phillips Landing?

Various companies provide these services throughout the neighborhood, and residents may choose their own provider.
